As we agreed this morning, I attach the draft of a possible telegram from me to Tom Aston instructing him to give support as soon as we have clearance for Clague and the Italian Consul-General to write to the Hong Kong Steering Group for the Mass Transit Project. I also attach the draft of a possible message from the Secretary of State for Trade and Industry to the Governor. I hope that we may be able to send off the first, say, on Wednesday. The second will not of course be able to go until we know that a letter has gone to the Hong Kong authorities.
