1. We discussed your letter of 12 November and its enclosures. We agreed that, provided final clearance for the new Anglo/Italian bid is received, it would be appropriate to introduce it on two levels; by a message through Tom Aston; and also by a more personal Ministerial message setting out the relevant political points. I have no comments on your drafts which seem to me fine, subject to the single point which we discussed.
2. I hope these messages will lead to the validation of the Anglo/ Italian bid. This is clearly the first and vital step. There is however still a chance that the Hong Kong Government will try to reject a bid without a fixed price. If they do we may have to consider more drastic measures. But I agree there is no need to consider this unless the need arises.
