The attached record of my conversation with Mr Haddon Cave on 3 September strikes a very gloomy note in so far as the chances of the British consortium getting the contract are concerned. Mr Haddon-Cave then said that he had talked to the Governor on the telephone who had reminded him of his (the Governor's) letter to Mr Peter Walker offering to keep him informed of the progress of the negotiations. The Governor had said that he would get in touch with the DTI. Mr Haddon Cave said that he distinguished between his two rôles as Financial Secretary and as Chairman of the Steering Group. In the former capacity he was at Mr Walker's disposal, but he hesitated to propose himself. I said that I knew that the DTI were considering whether to suggest that Mr Walker should speak to the Governor the difficulty was that Mr Walker would be in Tokyo when the Governor was in London next week. They were considering whether Lord Limerick should ask to see the Governor next week. I said that I did not know whether Mr Walker was in London at the moment, but that I would enquire the following day whether he was and whether he would like to see Mr Haddon Cave. I promised to contact Mr Haddon Cave again in the afternoon of 4 September to tell him the answer.
