A summary of the proposals contained in the Executive Council Memorandum of 31 July was submitted by Mr Goodfellow on 3 August.
2.
Mr Haddon-Cave has now had further discussions in London
with the British consortium followed by similar talks with the Anglo/French/German consortium and with the Italians.
Next week
he will meet the Japanese in Tokyo.

3. Mr Haddon-Cave has said he was disappointed with the British consortium's attitude at the meeting. As explained in
Mr Wilford's minute of 3 September, his conclusion was that there was no chance of their getting the contract
their tune.
