PLEASE PASS FOLLOWING MESSAGE FROM HADDON-CAVE

TO MACIEHO SE IMMEDIATELY.

THE JAPANESE HAVE FORMALLY TOLD HADDON-CAVE IT IS THEIR INTENTION TO PUT IN A PRE-EMPTIVE BID FOR THE MASS TRANSIT RAILWAY PROJECT ON OR BEFORE 1ST OCTOBER. THEY WERE READY TO DO THIS FORTHWITH BUT DECIDED TO DELAY THE SUBMISSION OF THE BID WHEN HADDON-CAVE TOLD THEN THAT WE WERE NOT IN A POSITION EVEN TO ACKNOWLEDGE LET ALONE EXAMINE AND ACCEPT SUCH A BID BEFORE 1ST OCTOBER.

2. IF, AFTER EXAMINATION OF THE BID, WE DECIDE IT IS A VALID ONE IN TERMS OF OUR DESIDERATE THEN THE JAPANESE CONSORTIUM WILL BE TOLD SO AND THE OTHER CONSORTIA PUT

ON NOTICE THAT WE ARE IN RECEIPT OF A VALID BID AND MAY ACCEPT

IT ON THE EXPIRY OF A PERIOD OF 30 DAYS FROM THE TIME WE DECIDE THE DID IS VALID. IF DURING THIS PERIOD ANY OTHER CONSORTIA

PUT IN A COUNTER BID THEN A PERIOD OF 14 DAYS WILL BE ADDED TO THE PERIOD OF 30 DAYS TO GIVE US MORE TIME FOR CONSIDERATION. WHILE THIS SUB-SEQUENCE IS RUNNING THE MAIN SEQUENCE

WHICH IS DUE TO BEGIN AT THE END OF SEPTEMBER WILL, OF COURSE/

BLANDLY PROCEED.

3. HADDON-CAVE HAS INFORMED DENMAN (DTI) OF THIS DEVELOPMENT. HE IMAGINES DENMAN WILL HAVE REPORTED BACK TO D.T.I.
