I do believe that any companies are going to accept a contract which leaves them seriously exposed unless they have an unequivocal and unconditional Government guarantee of indemnity. This seems so unlikely that I remain convinced that the contract which Hong Kong eventually awards will have, either on the face of it or in the fine print on the back, a combination of clauses which will provide the contractors, whoever they are, with a reasonable degree of protection against those risks which have led our contractors to back out at this point.
