Contractual Arrangements for Constructing and Equipping the MTR

There are basically two methods by which the con- struction and equipment of the MTR can be organised, namely a single-contract (or turnkey) approach and a multi-contract approach. Each approach has its own advantages and disadvantages, which can best be set out in relation to a number of criteria, namely:

(a)

the availability and terms of export

credit finance;

(b)

the likely price of the project;

(c)

the likely starting date;

(d)

the overall period of construction;

(e)

(f)

the degree of co-ordination and

management required of the operating authority and its agents; and

other considerations (e. g. flexibility

in the organisation of the construction programme).
