The Governor has asked me to send you a copy of a further memorandum on this subject to be considered by Executive Council next Tuesday (31st July). A copy will not be included in the next batch of XCO memoranda sent to the Office by normal channels, and we should be grateful if this memorandum could be given an extremely limited circulation.

For your own information only at this stage, and anticipating somewhat the advice we receive from Executive Council, we hope to have the next round with the 4 consortia at the end of August. As they visited Hong Kong on the last two occasions, we intend to suggest that we should meet the British Group, Intermetro and the Anglo-French-German Consortium in London between 29th August and 6th September, and the Japanese Consortium in Tokyo either just before or just after these dates.
