As you know, the Governor had dinner with Mr Royle on 9 August.
2. I have been asked to copy to you the following extract from a Note made on the topics discussed:
"Mass Transit Scheme
The Governor thought that a final decision on the contract would be taken next March. In the meantime the competing consortia would probably be boiled down to two (ie the British and Japanese consortia). He thought the British Consortium had a very good chance, but at the moment the weak link in it was the civil engineering contractors."
