As you may know, Mark Goodfellow called on me the other day with some interesting information about the way the Hong Kong Government are looking at the various proposals they have received for constructing the underground. I have been thinking further about what he said, and taking a little advice here. I have also been able to obtain the reactions of the British Group to the letter which Haddon-Cave sent them on 1 August, setting out his further requirements, including the HK$5,000m ceiling price.
As a result, I now believe that it would be extremely helpful if you were to follow up the letter which Duncan Watson recently wrote to Haddon-Cave about the project giving, as it were, your further thoughts on the matter. I enclose some draft paragraphs which I very much hope you will feel able to include in your letter. It ought to reach Haddon-Cave before he begins his next round of discussions.
