Incidentally, the way you have phrased the second sentence of this sub-paragraph puzzles me: if you are implying that H.M.G. would not counter-guarantee a Hong Kong Government guarantee, the point doesn't arise, for none would be required.
Until we get nearer the point of choosing a particular consortium and negotiating a detailed agreement, we have assumed that each consortium is telling the truth (i.e. we have not checked out the authenticity of the details of their offer) and have taken for granted their technical capability.
We certainly attach importance to the construction period (see Section VII(a)(i) of Annex F) but this requirement is a "should" and not a "must". The same applies to labour requirements (see Section VII(b)).
