I attach a schedule which sets down the information we have about the indications so far given by the four Consortia. It must be borne in mind that so far none of these have put in detailed bids. (The British group's is almost certainly more detailed than any of the others.) Even contract values have only been sketched in according to certain assumptions and in a fairly general way. The question of the building period is variable according to whether the design followed is that of the original consultants or a new design which some of the Consortia appear to have offered. The programme in relation to stages is also subject to alteration and indeed the British group's latest proposals have changed the order of the first four stages in several respects. The details in the attached schedule have also been obtained at different points in time and it must be remembered that since all the groups have recently been in Hong Kong and all of them have been asked to consider improvements certain of the details may be out of date. Generally, however, we would expect them to under-state rather than otherwise what our competitors are prepared to offer.
