that if we are to stay in the race for this business we must pay a substantial price. In our view we should pay it in order
to secure not only this contract but a share of the vast market elsewhere for this kind of business. In view of the urgency of this matter, I suggest that you should write to the Chancellor pressing for agreement to our proposals and I attach a draft.
