should be both prompt and based on a co-ordinated view from Departments. There is probably something in the point in that the use of a number of addressees and cable series (and with the vagaries of inter-Departmental communications) it is not always possible quickly to co-ordinate at this end. Would it help if there were a single point in London where the responsibility would be for ensuring that all interested parties received copies promptly and for replying as necessary to Hong Kong? If you think there is anything in this we could discuss; if it would help we would be willing to co-ordinate in this way since most of the questions are now in the financial field.
