Uhour On our prospects, tell you arising from the
Secretary of State's visit to Hong Kong. I enclose a short extract from the note of his meeting with the Governor on 31 March. You will see that there was no detailed discussion of the project. However, there was some reference to the Hong Kong project at a meeting which the Secretary of State held yesterday. I gathered from him that he feels reasonably satisfied with the way things are going.
You refer in your letter also to Mason's telegram Exced No 17. I too feel considerable concern at what he says in this telegram. There is quite an implication in it that we wish to join in a consortium with the Japanese. This is not our policy. At the meeting yesterday to which I referred, the Secretary of State made it perfectly plain that he wanted our whole effort at this stage to be directed to a British consortium. I therefore hope very much that you were able to prevent the message to Aston leaking through to the Hong Kong Government machine. If it has le aked, I am afraid that it will cause confusion.
