We have been rather disturbed at the use of existing links which ECGD have with MITI in Japan for informal discussions of the Hong Kong Mass Transit System exercise. My purpose in writing to you is to assure you (in case you should get any reports to the contrary) that it remains HMG's policy to support the British Consortium efforts to win the Mass Transit Contract. We hope we shall succeed and on the basis of present knowledge of the likelihood of our doing so have no intention of seeking to link our own Consortium with any other.
