Thereafter I think we must leave matters in the hands of
the DTI and the consortium. If they fail because one of the
other consortia makes a better offer, then we shall have time
for political representations before ExCo takes a decision in
May. But if all the consortia fail it may be more difficult
for us to find political arguments against going out to tender.
We may then have to concentrate both on joint tenders, with the
Japanese and/or the Europeans, and on ensuring that, whether
together or alone, we get a large share of the business.
