I asked you the other day, in the light of recent reports from Mr Aston on local developments, whether we had yet received from Hong Kong any Executive Council paper on this subject, as had been promised by the Governor in personal correspondence with me.

You told me that nothing had come in yet.
We now
have Hong Kong telegram No 178, containing the text of a statement about Governmental decisions on the matter made by the Financial Secretary in the Legislative Council yesterday. If I am right in assuming that the matter must have been considered in Executive Council before this statement was made, I think
we should remind the Governor about letting us have the papers
in question.
