will finally sway the Hong Kong Government in favour of the "consortium" decision. In this context I would agree with Mr Wilford's comment on the suggestion on the last page of Mr Aston's telegram that for the first round of talks it would be sufficient for the consortium to fill the team at approximately Number two" level. I hope they will regard this as first team business from now on, and I think we should make this point to ECGD.
