ARRANGEMENTS FOR A HONG KONG REGISTER OF SHIPPING
INTERIM RETORT OF THE STUDY TEAM
GENERAL
1.
This interim report is being written at the end of the Study Team's initial four week period in Hong Kong and immediately before ita departure for Japan, After about three weeks in Japan the Team will return to Hong Kong for a week before flying back to the U.K.

The team has been involved in continuing consultations with the Hong Kong Marine Department and shipowners, and will take those up again on its return to Hong Kong. The interviewing of officers serving with Hong Kong owners has been conducted over the past two weeks and completed but for the odd candidate who might be interviewed on the Team's return from Japan in order to have a better balanced sample. Shipyards and manufacturing establishments in Hong Kong have boon visited, but the limited size and nature of the ships and equipment under construction are not of significance in relation to the Register. Shipyards and testing facilities in Japan will be visited during the next three weeks.
STANDARDS

Detailed arrangements to guarantee the maintenance of standarde have not been prepared in time for this intermediate report. Provisional assessments have been made in relation to the officers submitted for interview, The team have not yet had the opportunity to make an assessment of materials and equipment in the service of Hong Kong owners except in the case of Island Navigation Corporation and Hong Kong Island Shipping Company who trade around
Hong Kong.
ACCEPTANCE OF OFFICERS

After a meeting with the ship owners and the Director of Marine, the owners representatives pursued the question of the nationality of the Master and indicated that this restriction would limit the number of shipe which could be registered under a Special Register. They also indicated that the restriction may be a die-incentive to officers aʊ all men should have the opportunity to reach the highest positions.
