Following this morning's discussion on the Hong Kong Register, I should now like to send the enclosed telegram to Cowley in Tokyo urgently. He is arranging to call at the UK Embassy there tomorrow, 29th November to see if there are any communications for him before he returns to Hong Kong.
Please telephone me if you see any difficulties in the telegram. We will shortly be drafting an interim report for our Minister on the situation and I will of course send you a copy.
