4. Mr Archer thought that before the team left Hong Kong they should tell the Governor there were problems over certification, Japanese reciprocity over equipment, the position at the NKK, the diffi- culties arising from the fact that ships on the Hong Kong register would rarely if ever call there put would have to have Hong Kong surveillance. They also mention some pluses such as the good impression given by Y K Pao's ships. I said it seemed sensibleę
outline some of the difficulties to the Governor so that he would be aware of them. The team should however make absolutely clear that this was their technical assessment. Mr Archer said he would clear this with you later.
5. There was also some talk about a telegram being sent to either Tokyo or Hong Kong to instruct the team to try and see more of Y K Pao's officers at present they have only been able to see 4 who are studying for their second mates certificate at the Polytechnic. Mr Archer thought we might send a similar telegram to the Governor asking him to use his good offices to persuade Y K Pao to make more officers available. DTI would be drafting.
6.
One final point cropped up as we were leaving. This concerned an ILO convention which appeared to be improtant in this context, but application to Hong Kong had been held up for some years by the Hong Kong Government and the Hong Kong ship owners
