With reference to your letter of the 17th December, please let me advise that we have asked our London affiliates to liaise with Mr. Stuart of the F. C. O., and the D. T.I., on the question of interviewing senior non-British deck officers as soon as an opportunity arises. As I mentioned before, no vessels with such officers aboard will be calling at European ports before the end of the year, but I have also instructed our Manning Division to closely monitor all vessels to ensure that we can comply with the D. T.I. team's requests when possible. It is regrettable that the team was unable to pass through Japan again this time, where normally more of our vessels are trading than to Europe.

I shall let you know of any progress we are making on this issue in due course. In view of the numbers of senior British deck officers we do employ, the emphasis on additional interview candidates from our Group is rather surprising, and it is difficult to understand why the team did not request some of other Hong Kong owners with more non-British deck officers in their employ to produce a few additional personnel. However, we shall do our best and I would like to confirm that we would bear the travelling expenses in connection with any interviews conducted in Europe.
