9. The Government of Bermuda would wish to proceed to

detailed discussions with regard to the proposals con-

tained herein at the earliest possible moment in order to see what practical steps should be taken now, The

:

Government of Bermuda would also' hope that it will receive

the active assistance of Her Majesty's Government in

implementing the proposals. The Government of Bermuda

wishes to stress that it has no intention of creating a

"flag of convenience" (in the derogatory sense' in which

that expression is normally used), but to maintain phe

highest standards for the ships, officers and crews; under

its flag.

In achieving this aim it would have regard

primarily to the high standards and traditions of the

British merchant marine and to the legislation and

practices established in the U.K.
