HONG KONG REGISTER OF SHIPPING

The purpose of this minute is to give you advance warning some background information concerning the probable establishment of a separate
Hong Kong Register of Shipping.

The purpose, which has the Prime Minister's personal backing, is to attract to an independent Hong Kong Register a large percentage of the ships belonging to Hong Kong ship owners which are at present registered under flags of convenience. have reached the stage where a DTI team is going out to Hong Kong to check details of manning requirements and safety of ships which should enable the Hong Kong ship owners to estimate the tonnage they are likely to transfer. If this is sufficient to make a separate Register worthwhile then the Register will be established. The DTI aim is that the standards of the independent Hong Kong Register should be set as high as the present regulations for UK registry although different certification will be permitted. Hong Kong registered vessels would sail under the red ensign. I attach a press notice issued by the DTI last month which gives further background information.

3. The interest of your department will of course be in the amount of extra work likely to arise for UK shipping consules in this connection. So far no specific figures have been given but the DTI estimate
that something in the region of 3 to 4 million dead-weight tons will be transferred to the Register (if established) by 1975. To give you an idea however of the sort of tonnage owned by Hong Kong shị owners, Mr Y K Pao, World-wide (Shipping) Ltd has said that his group will have 6.7 million tons of shipping afloat by the end of 1973 and 10.6 million by the end of 1977 making the groups total fleet in the region of 17.5 million tons.
