REPORT ON THE PROGRESS

The four man

You asked for this progress report on 30.11.73. Study Team went out to liong Kong in the middle of October, spent a four week period in Hong Kong, and is at present in Japan. Three of the team will return to Hong Kong on December 2nd and the whole team will return to England about ten days later.

The team has been involved in continuing consultations with the Hong Kong Marine Department and shipowners, and will take these up again, on return to Hong Kong, Interviews have been conducted of officers serving with Hong Kong owners, but these are insufficient so far and we have made the point with the team that further interviews, particularly of deck officers, should be carried out before they return to this country, Shipyards and manufacturing establishments in Hong Fong have been visited, and currently shipyards and testing facilities in Japan.

It has become clear to the team that there may be considerable Japanese government and shipbuilders influence behind the Hong Kong shipowners' pressure for a Holy Kong Revister. Hong Kong shiporners, particularly Me. Y.F. Rao, have strong connections with Japan and draw extensively on Japanese finance. At prosent ships built for the UK register in Japanese shipyards are normally fitted out with British safety and auxiliary equipment (which is in any case competitive with Japonese exuipment).
