I enclose a copy of the "Draft Heads of Agreement in Principle Between UK and Hong Kong Government". This is the result of Fletcher's talks with the DTI, with brief participation by rigself.
2.
As you will see from the covering letter by John Archer, the Under Secretary responsible in the DTI, Allan Fletcher has asked that the ship owners should be consulted on a confidential basis next week the financial arrangements in paragraph 2f could be Turther considered.
3. I have spoken to the Governor in Scotland and am not, because of the paper's classification, sending him a copy of the letter and the paper now. It will however be available to him on
10 September when he comes to London. His preliminary comment is that, since agreement seems to have been reached with the DTI, it should not be necessary for him to see either DTI officials, or the Minister of Aerospace and Shipping. Nevertheless he would be grateful for your comments on the paper as requested by Fletcher, so that, hopefully, matters could be tied-up during his week in London. We would be grateful for your comments by bag or telegram to reach us before 10 September for the purpose of the Governor's meeting with us and of Archer's consultations with the Seafaring Unions.
