Dear Sir Murray,
Further to our telephone conversation today, I am writing to confirm an appointment with the Minister for Aerospace and Shipping at 11.45 a.m. on Wednesday, 12th September. I will explain to him that you have not had recent access to your advisers in Hong Kong and will not be in a position to enter into any positive commitment before returning there.
I am enclosing for your information:-
(a) A copy of the Draft Heads of Agreement in principle
which we arrived at in consultation with Allan Fletcher last week.

The press cuttings from Hong Kong newspapers and also Lloyds List.
(c) The draft telegram which I have asked the F.C.O. to
dispatch to Hong Kong, expressing the Minister's misgivings about reaching an agreement before there is a more definite assurance of the tonnage, which Hong Kong owners might put on the new register.
I have told the Minister's office that you think it unwise to consult William Lee, Y.K. Pau having now left this country. I am sending a copy of this letter and the draft telegram to Allan Fletcher, whose holiday address is "The Mount" Scalby Village, Nr. Scarborough, Yorkshire. Tel. Scar 60351, and I imagine that he will want to contact you on the question of his attendance at the meeting with the Minister.

A copy of this letter has also been sent to the Foreign Office who confirmed to me that the time and date fixed for the meeting with the Minister fitted in with your other arrangements on that day.
