As you know, Mr Heseltine saw the Governor of Hong Kong at noon today, and the Governor expressed himself in general agreement with the latest proposals. It was also agreed 98 that we should issue a Press Notice, as attached.

You will note that the theme of the Notice is simply that a team of DTI surveyors will be going to Hong Kong to explore further the possibility of establishing a separate Hong Kong Register of Shipping and that no decision in principle has yet been made.

It was agreed at the meeting that I should ask you to telegraph the text of the Press Notice to Hong Kong, with a request that they seek from Hong Kong shipowners an under- standing that all that the latter will say in commenting on the announcement is that they are glad to note it and will welcome the team of surveyors when they arrive. I should be glad if you would arrange this.

The Notice will have a Press embargo until 17.45 BST tomorrow, 13 September.
