My Minister has now cleared his lines with No 10 and we should now like the enclosed telegram to go to the Governor of Hong Kong as soon as possible. I have noted what you told Leslie Standen about the differences between Y K Pao's use of British Masters and that of other Hong Kong owners but this should not, I think, affect the arrangements we are proposing. It could be argued that Y K Pao's good safety record results from this policy.
I am also putting the proposals on a confidential basis to both sides of the industry.
