may allow the DTI to try calling Mr Y K Pao's bluff, but
insist that, if this is not successful, they should give way.
Although our interest is agreement, it is not easy for us to
intervene. We cannot judge what is politically saleable to
the shipping industry in this country, and if Mr Y K Pao can,
DTI
as Mr Archer says, meet the requirements, it would be
difficult for us to insist on offering him more. In this
situation I think we should let the DTI put their submission
to the Frime Minister without intervention from the FCO.
