(a)
States such as (at present) Albania, with which Her Majesty's Government in the United Kingdom, do not maintain diplomatic relations; and
(b) Purported States or Governments such as the German
Democratic Republic, the Nationalist authorities in Formosa, the Korean People's Government and the Democratic Republic of Viet-Nam which Her Majesty's Government do not recognise.
(c) So-called Governments in exile or liberation Govern-
ments such as the "Spanish Republican Government in Exile", the Government of the Republic of Angola in Exile (Kinshasa).
(2) Communications from States such as those referred to in (1) (a) above, or their representatives, may be accepted by British Representatives abroad in whatever way they are delivered. If, as seems most likely, they are transmitted through a third party, the latter should, in accordance with the normal courtesies, be sent an acknowledgement of receipt. If a communication is received direct, its nature should be reported by telegram, and meanwhile no action should be taken on it.
(3) Communications from sources such as those mentioned in (1) (b) and (c) or their representatives, whether received direct or through the intermediary of any third party, should not be acknowledged. Their nature and the circumstances of delivery should be reported by telegram with a request for instructions unless the post concerned already has specific instructions, as certain posts have for East German communications.
(4) Unrecognised authorities such as those referred to in paragraph (1) (b) and (c) may attempt to deliver a communication, either direct through one of the British Missions abroad or through the Government or representative of a third country, to an individual in the United Kingdom who, though holding a position of authority, is not a member if Her Majesty's Government - for example, the Speaker of the House of Commons. In such cases, where the originator of the communication is in effect trying to use British official channels for the delivery of a message to an independent person, the communication should invariably be returned as soon as possible. If it was sent by the local representative of the originating authority, it should be returned without comment. If it is passed on by the representative of a third
