Further to our discussion with the Minister yesterday, I attach a draft telegram to the Governor of Hong Kong; also a draft letter which I suggest that Mr Lane sends to Lord Bridges with a copy of the telegram.

I am about to go on leave for 10 days and will tackle the question of further consultation with both sides of industry and our Staff Side on return.
