2. The consideration of qualifications and

record of sea service of individual officers

who do not hold British certificates will be

no easy task. We envisage that our seconded

surveyors with experience as examiners will

play a leading role in this and that Hong Kong

shipowners will co-operate fully by making

their officers available for interview and

testing as considered necessary. While our

surveyors will be instructed to work with your

Director of Marine to make the new arrangements

operate smoothly they must ensure that standards

equivalent to those applying to the UK register

are maintained. This may involve some

rejections especially with key posts such as

second-in-command, unless a British examination

be taken.

Equally it will be necessary to ensure

that UK standards of crew accommodation are

maintained and also of safety equipment; here

we envisage that equipment approved for the

Hong Kong register will also be acceptable for

the UK register.

4. One detail that needs clarification is the

nationality and qualifications of radio officers

on which we should like to have as soon as

possible your proposals for discussion with the
