7. The Hong Kong Government would continue to give dispensations in respect of officers up to and including 1st Mate and Chief Engineer levels.

8. It is estimated by the Hong Kong Government that two years will be needed to introduce the new Register with its agreed conditions. During that time the UK would pursue negotiations with EEC Countries and Norway with a view to easing nationality requirements on a reciprocal basis and the UK Government would endeavour to cover 1st Mates and Chief Engineers in this way as soon as possible. These negotiations and related discussions with both sides of the UK shipping industry would also take account of the relaxations already mentioned in paragraphs 5 and 6 above would cover the possibility of easing on a reciprocal basis the nationality requirements for Masters and also take into account the position of Masters of ships of Hong Kong shipowners who hold Taiwan certificates and have a record of good service.

9. Access to the Hong Kong Register would be confined to companies with their principal place of business in Hong Kong.

10. It is hoped that Hong Kong shipowners would be prepared, over the next few years, to register in Hong Kong a substantial proportion of their tonnage in conformity with these arrangements and notify their intention of doing so. The further negotiations mentioned in paragraph 8 would take account of such intentions and a further review of conditions once the Register has been established would

·have regard to the registrations in Hong Kong which have taken place.
