A SEPARATE HONG KONG REGISTER OF SHIPPING BE OBSERVED BY HONG KONG GOVERNMENT
PROPOSED CONDITIONS TO
(Based on proposals contained in draft consultative document and subsequent discussion with Minister A & S)
Qualifications for registry
A ship shall be deemed to be a Hong Kong ship and shall be registered
as such if it is wholly owned by a company which is established
under and also subject to the laws of the Colony and which has its
principal place of business in the Colony.
Certification and manning
Hong Kong
The Hong Kong Government shall require foreign-going ships to meet
conditions in respect of:
(a) the carriage of certificated personnel, and
(b) the level of manning for safety purposes
which shall not be less than those applicable to UK foreign-going
ships subject to the following modifications:-
(i) "Bona fide" Hong Kong citizens ie those who have
resided in Hong Kong for at least seven years will
be eligible, so far as nationality is concerned, to
sit for examinations and to be issued with Hong Kong Certificates at 1st Kate and 1st Engineer (Chief
Engineer) levels;
(ii) Hong Kong Certificates of Competency at 2nd late and
2nd Engineer levels may be issued by the Director
of Marine, after consultation with the UK Government,
to persons holding certificates issued by other
maritime countries in respect of which firm evidence
as to the standards and conditions of issue of such
certificates is available to him and has enabled
him to be satisfied that they can be accepted as being
of at least equivalent standard to Hong Kong Certificates,
