1. I attach for your retention a copy of a letter which the UK Chamber of Shipping have sent to the Minister for Aerospace and Shipping explaining why they object to an independent Hong Kong register. Their main objection seems to be if a register were to be established in Hong Kong which had features comparing favourably with the UK register, UK shipowners would be precluded by virtue of the Income and Corporation Taxes Act of 1970 from transferring their ships to it. Perhaps the strongest argument they adduce is that in their paragraph (e) about the attitude of trade unions both in the UK and Internationally, It is interesting to note that the penultimate paragraph of the letter envisages that, despite the protests of UK shipowners, a Hong Kong register might be created, and suggests that, if it is, UK shipowners should be allowed to transfer to it, and/or to enjoy similarly favourable conditions while remaining on the UK register.

2. I should be interested in your comments on the point raised by the Chamber at (g) of their letter with relation to preferential treatment for Taiwanese nationals.
