Thank you for sending me the copy of your letter to Mr Hammond of 29 December at (2). I have had copies placed on the papers relating to each of the International Labour Conventions referred to in your letter. Looking at this letter in particular relation to Convention No.22 I wonder whether paragraph 2 reflects the position accurately in regard to the application of this convention to Hong Kong?
The last sentence of this paragraph seems to me to suggest that Convention 22 has been declared fully applied. But there are a considerable number of modifications as set out in my minute of 21 December at (1).

The Hong Kong Government is of course aware of the terms in which the declaration was entered as the modifications will have been decided upon in consultation between the Hong Kong and the UK Covernments in the first instance. I do not think, therefore, that we need to write again to Hong Kong at this stage making a more explicit statement in regard to the application of Corvention 22 but I thought I should perhaps bring this matter to your attention in case in replying to your letter Mir Hammond questions the position. I should be glad to have a copy of any reply which may be received in due course.
