PROPOSED HONG KONG SHIPPING REGISTRY

I have just seen Hong Kong telegram No.65 registered at (5) and would like to refer to para- graph 3. I cannot understand the basis of the statement that "a separate Hong Kong Registry should also help our shipowners in their dealings with the International Transport Workers Federation (ITF)". The General Secretary of the ITF, Mr Charles Blyth, and I travelled together to the Pacific recently for some negotiations (not affecting Hong Kong) and I discovered that he was quite well informed about the moves to set up a separate Hong Kong Registry of Shipping and that he regarded it with serious suspicion. In his view it could only lead to a down-grading of standards. "They would not want to do it unless it was going to put more money in their pockets", They of course, being the Hong Kong shipowners).
