FOLLOWING IS THE FURTHER INFORMATION PROMISED IN PARAGRAPH 2 OF MY TELEGRAM UNDER REFERENCE.

2. THE POINTS IN A AND B OF YOUR TELEGRAM ALLOT 8 ARE LAREGLY ANSWERED IN PARAGRAPH 8(B) OF THE DIRECTOR OF MARINE'S MEMORANDUM FORWARDED TO STANDEN. ON THE LAST SENTENCE OF B WERE WOULD HOPE THAT, AS THE PROPOSALS WOULD INVOLVE NO LOWERING OF STANDARDS ON OUR PART, HONG KONG WOULD BE PERMITTED TO REMAIN WITHIN THE COMMONWEALTH SHIPPING AGREEMENT.

3. ON YOUR E WE FIND IT DIFFICULT TO ACCEPT THAT STANDARDS LAID DOWN UNDER INTERNATIONAL CONVENTIONS SHOULD BE REGARDED AS INFERIOR AND THAT THEIR APPLICATION WOULD IN ANY WAY SUGGEST THAT A NEW FLAG OF CONVENIENCE WAS BEING ESTABLISHED. AN ADDITIONAL FACTOR IS THAT THE MARINE DPEARTMENT'S SURVEYORS OF SHIPS, WHO WOULD CARRY OUT THE INSPECTIONS, ARE ALL REQUIRED TO ATTEND APPROPRIATE DTI CONFIRMATORY COURSES WHERE THEIR COMEPTENCE IS ASSESSED.

4. AS REGARDS THE MAINTENANCE OF STANDARDS ON SHIPS NOT CALLING AT HONG KONG WE WOULD CONTINUE THE PRESENT SYSTEM WE USE UNDER THE BRITISH REGISTRY. THIS IS THE REQUEST AN ADMINISTRATION WHICH IS SIGNATORY TO THE INTERNATIONAL CONVENTIONS TO CARRY OUT SURVEYS ON BEHALF OF THE HONG KONG GOVERNMENT. OUR EXPERIENCE IS THAT THIS ARRANGEMENT WORKS WELL AND THAT IT DOES NOT LEAD TO ANY LOWERING OF STANDARDS. INDEED, PRESUMBALY YOU HAVE TO MAKE SIMILAR ARRANGEMENS IN THE CASE OF BRITISH SHIPS NOT CALLING AT THEIR HOME PORTS IN THE UNITED KINGDOM.
