tested to standards, as may be decided from time to time by Director of Marine, always assuming these being consistent with I.L.O. requirements.

It is the intention that the standards laid down by International Conventions should apply, and on such accounts the regulations cnumerated will continue in force, until replaced by later editions. It will however, be necessary to introduce an amendment preferably in the M.S.O. (Cap. 281) - which will empower the Director of Maxine to lay down standards, including the quality of, and testing procedures for, the associated items of equipment and materials, always assuming these complying with the requirements of related International Conventions.

Note:

Regarding paragraphs (c) and (a) the related technical work would be carried out by Surveyors of Ships attached to Marine Department, all of whom are required to attend appropriate D.T.I. confirmatory courses, at which their compotency is assessed.

Registration Tonme Measurement and other Fees

These are contained in the Merchant Shipping (Fees) Regulations made under Section 114 of the Merchant Shipping Ordinance (Cap. 281). Amendments to the Fees Regulations will be necessary on the following counts:-

(i) The current registration fees are considered

insufficient to cover the additional costs associated with the administrative and survey work which could be generated by reason of establishing, and maintaining, a separate Hong Kong register. It is suggested therefore that new registration charges should include an initial fee, plus an annual fee, both of which would need to be assessed in a realistic manner, having regard to Government's policy that all services should, if at all possible, be self-supporting.
