Thank you for your letter of 2 May, addressed to Archer,

with copy of paper circulated to Hong Kong shipowners.

I am replying in Archer's absence in USA.

We hope that, following your discussions with shipowners

you will be in a position to let us know their reactions

as far as likely tonnage registration is concerned to a

change on lines of proposals in paragraph 2 plus the

possible setting of exams in Chinese, quite distinctly

from possible reactions to the much wider and not yet

agreed concessions referred to in paragraph 3.

We are just a little concerned lest what we see as a

sharp distinction between status of proposals in para 2

on one hand and possibilities in para 3 might not be

readily discernable as such by shipowners, leading to

tonnage offer geared to whole document, which would not

be very helpful.

Paragraph 3(b)

We have following observations on document.

reference is made to Taiwanese masters. I must emphasise

that it is highly unlikely that we could agree to any

proposal for other than British masters. Paragraph 3(c)

refers to this as remote possibility and we see great

difficulty. Would be glad to know if you think this

proposal could be made to work in practice.

It may be helpful to you to have certain comments made by

various UK interests during our continuing consultations.
