The Prime Minister has seen Mr. Heseltine's minute of 19 March, enclosing the draft consultative document, about the line which he proposes to take in his forthcoming discussions with the Hong Kong Government, and with shipping owners in the colony.
The Prime Minister is content that your Minister should proceed on this basis at the present stage, and looks forward to receiving a report on the outcome of his talks in Hong Kong.
