1. Mr Royle asked on my submission of 16 March whether
Mr Y K Pao would accept the exclusion of First Mates and
Chief Engineers.

The Hong Kong representatives at the meetings with the
DTI thought that he would not do so. But they agreed to put
the DTI paper to him and see what his reaction would be.
Mr Heseltine agreed to consultations on this basis and also
told his officials to show the paper to shipping interests in
the UK. But he made it pretty clear at a meeting which I
attended with his officials that if it became apparent during
his meetings in Hong Kong that this was the only obstacle to
agreement, he would be disposed to give way. If, on the other
hand, Mr Y K Pao insisted on foreign Masters as well,
Mr Heseltine thought we might, in the end, decide that his
demands were insatiable and should be refused.
3. The Prime Minister's Private Secretary asked what we
thought of the DTI submission and I told him in confidence
how I read Mr Heseltine's position. Thereafter Lord Bridges
wrote to Mr Heseltine's Private Secretary on 20 March conveying
the Prime Minister's agreement to proceeding as proposed at
the present stage.
