When we last discussed the Hong Kong situation before I went to the Far East with the United Nations Ad Hoc Committee, we agreed that in the light of what I learnt on the Committee it would be useful for me to write to the new head of the United States Drug Enforcement Administration on my return to give him some indication of how we saw the meeting in Hong Kong last June being followed up. When I was in Hong Kong in October Norman Rolph asked me what the state of play on this matter was. I enclose for your comment a draft letter that I propose to send to ir Bartels which, in fact, postpones a decision on this question at least until after the meeting of the Special Session of the Narcotics Commission in Geneva in the second half of February. I am also sending a copy of the draft to Nigel Wenban Smith for his comments. As you will see I am proposing to send a copy of my letter to Mr Bartels to Norman Rolph. Have you any objection to my doing so?
