Thank you for your letter of 25 November enclosing a draft of a letter that you propose to send to Bartels, Director of the US Drug Enforcement Administration.

2.

I see no objection to you writing along the lines you suggest; indeed this seems to tie in very well with Hong Kong' S ideas of how we should progress on the narcotics front in the coming months. Hong Kong's main concern was that the Americans might feel we are dragging our feet but as you have asked Bartels for his views on your proposals I think this point has been adequately safe-guarded.
