UN WORLD ILAN FOR CONXERTED ACTION AGAINST DẦUO KRUBE: AP OP UN ADVILER TO SOUTH EAST ASIA
1.
I enclose copies of the UN Secretary-General's circular note of 2 Auguất (which whs copied to me by John Taylor) and Lloyd's letter of 23 October to Votton conveying the agreement of the Hong Kong authorities to the appointment of a UN Drug Control adviser to South Bast Anin, but querying the usage of 'acoredited to the Government of Hong Kong in paragraph 3 of the note as this might cause us difficulties with the CPR,
2. We have consulted the Legal Adviners about this, In their view, rather than refer to the Regional Advicer es being "accredited" to the Government of Hong Kong as in the circular note, it would be preferable to refer to him ng having been appointed, with the agreem ment of the United Kingdon, to assist the authorities in Hong Kong. we should be grateful if you would arrange for an appropriate reply to be sent to the Becretary-General's note.
3. We should also be grateful if, after the reply has been sent, you would havo a discreet word with the linroobies Division to let them know that we noo advantage in leaving the notunl appointment in abeyance until the Third Special Session of the linrcotics Commission haa boen held. This would enable the terms of reference of the Adviser to be adjusted to take account of any recommendations of the Ad Hoc Committee for the Far East which the Commission way endorse.
