HONG KONG NARCOTICS COMMISSIONER
1. Hong Kong are currently giving some thought as to a replacement for Norman Rolph who is due to retire either at the end of next year or early in 1975.

Although there is no immediate hurry over finding someone, they have asked us to approach you on a confidential and unofficial basis for any suggestions you may have. Two possible candidates who have been suggested to them are James Norman who was Commissioner of Prisons in Hong Kong until his retirement in 1968 and Richard Tufnel of the UN Division of Narcotic Drugs at Geneva, who is mentioned in your recent letter about the ad hoc Committee's tour.
3. Hong Kong have asked if we could find out anything about the recent performance of these gentlemen. You may have ideas, particularly about Tufnel. They also agreed to a suggestion of mine that I might ask you if you had anyone else in mind, either from the UK or elsewhere, who might fill their bill. As I think you know they already have a number of UK officers on contract or secondment in different parts of the Hong Kong Government, and some who have transferred outright. Perhaps you could let me know if anyone occurs to you, with personal details as far as possible.
