a greater exchange of information about international trafficking and those involved

in it which should result in

the detection of more trafficking cases into

and through Hong Kong and thus a more effective suppression of the illegal trade.

The first of these trust and confidence has been in short supply for many years, perhaps not without reason, but there are encouraging signs that countries in the region are beginning to put their houses in order and tackle their drug problems in a more determined manner than hitherto and with greater honesty of purpose.

The Far East is a very large amorphous area capable of different interpretations by different people. We drew the Committee's attention to this point and

suggested :-

(a) that it may be desirable to define 'Far East'

in the Ad Hoc Committee's report, and

(b) that there may be some advantage in establishing

more than one consultative body if groups of countries have drug problems peculiar to

themselves.

We informed the Committee that the operational requirements of individual international trafficking cases must continue to be dealt with directly between the law

enforcement officers of the countries concerned and that

no consultative body meeting from time to time could hope to undertake this task. This was agreed.

The two days of discussions with the Ad Hoc Committee were useful and profitable. Many searching questions were put to us by its members, but the
