5. The Americans have asked us to hold our hand on any action that we might be able to take outside Thai waters as they hope to make some progress in persuading the Thais to identify and search the trawlers inside the Gulf of Thailand. A few mon this ago I spoke briefly on the telephone to Edmonds in DS 5 and Mahenony in DS 8 about the interception and shadowing of trawlers, It would however be very helpful to us meanwhile if you could give us your preliminary reactions to a suggestion that the Royal Navy, assuming the resources were available, might undertake the sort of patrols I have outline above.
